|
Law and order is the most fundamental feature of any society that wishes to march on the road to development and prosperity. |
|
|
Rule of Law & Order sans crime is the prerequisite of any society that desires its citizens to blossom to their utmost capabilities and contribute towards the greater goal of the society - development and prosperity for all. To our dismay, however, the same cannot be said for our beloved Delhi. Due to the apathetic approach of the consecutive Congress government in Delhi and lack of co-ordination between the State and Central government, the morale of Delhi police is very low today and the city has becoming a playing field for criminals where none is safe. |

Sample this, according to the latest data of National Crime Records Bureau (for the year 2012), out of 53 Indian cities with a population over 10 lakhs, Delhi accounted for almost 20 per cent (19.34 %) of the total rape cases, 31.8% of Kidnapping & Abduction cases, 14% of Dowry Deaths, 10.1% of Molestation cases and 13.3% of crimes against women. |

Dismal Women Safety

Re member the brutal gang rape leading to murder of Nirbhaya in a moving bus in the city? The latest NCRB report has confirmed the notion that Delhi is also the rape capital of the country. It is a shameful figure that every fifth rape in 53 major cities of India took place here. The women-centric policing in the city is almost absent as the number of women in Delhi Police is woefully low at just 7%. What's worse is that they are usually given routine and inconsequential posts and are rarely seen patrolling the city streets. Shockingly, out of these 161 district police stations in Delhi, only one (Maurice Nagar in north campus) has a woman station house officer (SHO), as per available information in December 2012. There are 4,809 women officers of various ranks, ranging from constables to inspectors. Delhi Police statistics reveal that there are 72 women inspectors - the rank at which they are made SHOs - but there are hardly a handful of such cops posted as SHOs, and that too at places like the Crime against Women cell, Rithala metro station and New Delhi railway station. Most women officers are found posted at the women help desks at police stations, as PSOs to VIP wives and children or at the 3rd battalion to escort prisoners between jail and court. |

Insecure Childhood
- Even the children are not safe in the city. As many as 16 children go missing daily in the city; in last two years, around 7200 cases of children being kidnapped were reported. Dowry, although banned by law in 1961 but never seriously enforced, is an ancient tradition prevalent amongst most Indian families. According to the Delhi Police figures, every third day a dowry death is reported in the city. Only 18% of cases registered under dowry death charges end up in conviction. |

Poor Crime Control
- A recent National Crime Record Bureau (NCRB) report released in the fourth week of November 2012 revealed that Delhi was leading in the theft cases with 32,240 cases registered between 2007 and 2011 while the victims lost their valuables worth Rs. 290 crore. Every day, more than 40 vehicles get stolen in Delhi. The city accounts for 9.7% of motor vehicle thefts in the country, second only to the much larger states of Uttar Pradesh (14.1%) and Maharashtra (12.7%). |

CAG Reproach
- The CAG report on Delhi Police has clearly said most of the funds earmarked for modernisation of the communication branch of the Delhi Police were not utilised. Physical implementation of Intelligent Traffic System could not be started due to deficient planning, thereby, depriving users of the benefits of world-class traffic system in the Capital, apart from unfruitful expenditure of Rs.7.5 crore. |

Delhi police to be brought under State Government - While BJP has always advocated and demanded full state hood for Delhi, following which Delhi police will automatically come under the control of elected state government, Chief Minister Shiela Dikshit has skirted the issue for last 15 years as she does not want to take the responsibility of securing the people of the city. We believe it is the fundamental duty of the state government to protect its citizens from any sort of crime. Sadly, CM Dikshit does not agree with us. |

Modernization of police force - The Delhi Police personnel should be provided with the best vehicles, modern arms and ammunitions, latest communication gadgets and mobile phones in order to keep strict vigil in the city.
|
|
|
|
Suitable compensation/ facilities - Police officials up to beat level should be provided motorcycle allowance instead of present outdated scheme of providing bicycle allowance. Timely promotions, weekly offs, fixed work hours etc should be given to make the officials more efficient.
|
|
|
|
Special care for elderlies/women/children - This section of people is the most vulnerable sections of society to crime and appropriate steps needs to be taken to make them feel safe and secure in the city. |
